Who We Are
Community Action Agencies (CAA) administer the Illinois Home Weatherization Assistance Program (IHWAP) to offer low-to moderate-income customers ways to improve health and safety, manage energy usage and reduce energy costs.

Powering Partnerships
A 100-unit multifamily project for the Embarass River Basin Community Action Agency (ERBA), located in Paris, Illinois was a significant energy efficiency and safety upgrade initiative that the Ameren Illinois Energy Efficiency Program's Community Action Agency (CAA) Channel was invited to support midway through construction. ERBA faced a major funding shortage during the project, creating an opportunity for Ameren Illinois to braid additional funds and ensure the upgrades could be completed as planned. This collaboration allowed the project to continue without compromising quality or resident safety. Through braided funding, the CAA Channel was able to support ERBA as they implemented a wide range of essential upgrades across the property, including installing new Packaged Terminal Air Conditioner units, replacing outdated lighting with high-efficiency LED bulbs and fixtures and replacing three electric water heaters. ERBA improved efficiency and longevity within each unit by adding low-flow aerators and showerheads to reduce water usage and performed general air-sealing measures to enhance overall building performance. Safety enhancements were also prioritized, including the installation of dryer vent kits, and necessary discharge pipes. Altogether, these updates will reduce long-term operating costs, improve indoor comfort and enhance the safety and sustainability of the entire building. The CAA Team had the opportunity to speak with a couple currently living in one of the completed units. They shared that their apartment is significantly cooler and they have already noticed a reduction in their energy costs. This project stands as a strong example of the power of resource braiding and meaningful community partnership.
Weatherization
According to the Illinois Department of Commerce and Economic Opportunity, customers who took weatherization measures in their homes had an average statewide savings of up to 25% based on energy savings evaluations.
Many residential customers reported energy savings and an increased comfort in their homes throughout all seasons. Additionally, there are many health benefits for customers through Weatherization work being done in the home, such as indoor air quality.
